Stops are not counted in commercial or industrial zones.
But seriously, no there is no glitch for some people when it comes to game play in cases like these, unless Urban Games have stumbled onto real AI and inadvertently started Skynet.
These scenarios are so simple and yet people somehow manage to struggle with them and then blame the developers, aliens and politicians. It bodes poorly for TF3 since TF2 was already nerfed due to people not being to understand the basic concepts of how stuff like freight worked in the game. Sadly we will probably see even more "dumbification"

The ultimate solution rather makes sense. Why did I not succeed in the mission before? Because typically, I place my bus stations in each zone, so of course only one would count as being in the residential section, and not allow me to complete the mission. It was an unnamed specification.
And my usual method is logical. You would want to have stops in every separate zone of the town or city in question. So you can take your high horse and turn it into glue. Have a great life.
