There is a road upgrade tool which looks like a spanner with a swoop under , click on it and it will show your network , every bit of tram track on the route including that to the depot should be blue , and you can use this to upgrade the roads including that to the depot . Then you should be ok for electric trams.
Surprisingly all of the other Steam Tram stop working in that city too. Question - do I need to have all steam tram send to depot first then upgrade to electrical roads and finally released the electric tram? Is my premonition correct? This game is too complex! LOL!

So went back to the big city and fair enough there was an outskirt road was missed.
