999 is maximal frequency.

but i actually delete all lines, no cars or train running, y999?

You need more transports not less to get the frequency down...
The number should not be higher than 120.

i just created some lines and bought some trains (but i left them in the depot) until i got a frequenzy lower than 120

It only work that you add a few trains on the high speed line - same line, not multiple lines. As for the no crowed cargo, place a few more trucks on the cargo lines so they wait for the cargo.

It means have a train that arrives at the same station at least every 2 minutes on average.

Thanks, i will try again
But why more trains means lower frequency?

And in the whole japan game i do not have cargo train station, do truck station count?

If you got cargo waiting for to long at the truck station - over 50 .... place more trucks to pick up until one or two trucks are waiting in line.

The frequency mean less waiting time for the passagers to be pick up . Like being said. One train - frequency of 10 min. two train - frequency of 5 min ... more vehicules on a line, frequency time will be less. More trucks on a line, more is the rate of delivery the goods.

It says "minimal frequency" not "lower frequency"! Basically, achieve at minimum the least number of trains to reach a train at least every 120 seconds (or every 2 minutes). Often frequency and headways are used interchangeably even though each are inverses of the other.

because they (urban games) missed that it's [interval or period] = s (how many minutes before the next trains arrives at a station) and not [frequency] = 1/s
