But why more trains means lower frequency?
And in the whole japan game i do not have cargo train station, do truck station count?
The frequency mean less waiting time for the passagers to be pick up . Like being said. One train - frequency of 10 min. two train - frequency of 5 min ... more vehicules on a line, frequency time will be less. More trucks on a line, more is the rate of delivery the goods.
It says "minimal frequency" not "lower frequency"! Basically, achieve at minimum the least number of trains to reach a train at least every 120 seconds (or every 2 minutes). Often frequency and headways are used interchangeably even though each are inverses of the other.
