Unfortunately, that guide doesn't work. I've created a map that starts in 1950 but no matter what I do I cannot start it with a different date. If I select "Play map" and start then it starts in 1950, if I select it and then use Back to get to the settings it starts the autogenerated map. There is no way to change the start date in the "Play Map" window itself. It says 1850 but it ignores it. The whole map interface is hugely confusing and badly designed.

Sandbox mode! It's a mod. When it is enabled you can click on the date and change it.

It's turned on. The problem is you don't change the date in the Play Map window at all. You have to actually start the game and then change the date once the map has loaded. It's horribly counter-intuitive, like just about everything to do with the way TF2 handles settings.

That isn't where you change it. You change while playing the map, not on the play map window. Enable the sandbox mod on a new map or turn it on in a preexisting save and then while playing click on the date and reverse time.

On the contrary. It is actually quite intuitive. You some how concluded that you could reverse time before you even loaded up a map. That doesn't even make any sense. How would you reverse time without first loading up a map?

No, it is not intuitive. It's hard to think of anything that could be more counter-intuitive than changing the date after you've actually loaded the map. Changing it beforehand is conceptually simple, elegant and easy to grasp: the map designer instituted a default start date the player can override it before the map loads. That's intuitive, obvious, and easy. The way they've done it is completely bum first, unfortunately they seem to have little grasp of how to design good interfaces for settings.

Nothing could be less intuitive than expecting players to change the start date of a map after starting the map. That the game in no way, shape or form informs players that this is even possible just adds insult to injury.

I don't understand what you mean. The achievement has nothing to do with the start date. It is purely a matter of turning the date back by as much as a single day no matter what date you happen to start in. Perhaps you misread what the achievement was.
