Are you using any mods or a custom map? If so then one or more of them would most likely be the culprit.
For what it's worth. I have 800 hours in this game. And the only problems I have are with graphics and sound. The game play itself just works as intended for the most part. So it is possible to play bug free. (Just trying to give you a little hope.)
You could try to configure the depot and remove just the entrance, then upgrade.
If it persists, it's because the depot was placed too close to the smaller road. Hope that helps
Carried on investigating on what's causing this bug...and still nothing.
Because it's only affecting roads, I tried deleting some road mods (where possible)...nope.
I tried turning Sandbox mode off...that didn't work.
Then on further investigation, I discovered the randomness of this bug is much greater than I thought.
In some cases, it affects the whole town, sometimes it does not, just certain roads. The bug doesn't really affect any particular type of road from any mod...it just randomly happens. Sometimes you can delete the whole town, sometimes you can't. It's created a real mess to be honest. I can only assume the update has something to do with it. I think after many hours of enjoying this particular game...I going to have to admit defeat and treat this savegame as well and truly broken.
They'll be some mod somewhere doing this...I'm not sure if I've got the will to continue trying to find it.
Like I say, a real shame because I was really enjoying this save game.
Please let me know if anyone else comes across this rather strange bug!
So I'm pretty sure that one of the road or track mods is causing this bug. I can't remove the road/track mods because I've used it somewhere in game...and I can't delete the roads or tracks because of the bug. It's a Catch 22.
I've found I can bulldoze some of the offending roads if I bulldoze certain others nearby, but then I reach an area that won't bulldoze at all. And the rail tracks and stations that are stuck just won't be bulldozed no matter what I try. (Yup, discovered that in the towns that this bug is affecting, I can't demolish stations either)
I've seriously messed up something in this game...my fault for using too many mods. It has to be said that it's a very odd bug indeed.
I'll go back to Cities Skylines for a bit...it seems like a much more stable game with many mods loaded.
Or even better, I might dust off OTTD!

I did read that elsewhere and tried it. But I can't even lay anything across any offending sections. It just won't let me. I can't join roads, lay waypoints, upgrade, put down bus stops....nothing.
And even if it worked, the bug is so widespread across the whole map at random points, it would take forever to fix.
I think a combination of mods, or a mod that I can't delete...or something in the recent update is the culprit.
I really have tried everything with it now. And I think it's something I've done to that particular game because it seems no-one else is getting the same bug.
Your not the only with a unique crash, I had converted mod from TPF1 that was broke by the latest patch. It was in every save and every save was busted. Some light package had some scaling issue, Basically to bring the saves back I had to disable all of headlights of the model or find & replace 150 locomotives on 60 different trains!

Edit: I got the problem as it happen on video but I can't replicated anymore.
Hmmm...I don't use the No Town Development mod so that's not the cause for me. There are still bits of my map I can upgrade/demolish etc...it seems completely random.
I do use a few road mods, so my guess is as well that one of those is probably causing the issue.
Our issue locked the entire map. The old TUFR roads would lock up everything around them.
The issue was resolved by me setting the width of the streets to the old settings, load the game and replace all of these old roads with the vanilla streets. After that I saved and closed the game, set the width variable in the streets to the new size. I was then able to change the roads again and I'm able to use the new TFUR roads without any issues.
I did do a screenshot of that comment though which entails the variables that have to be changed. I will post it here after I'm done at work :)
