How to limit population size / town growth in a city?
How can I set the desired size of the population?

In this city, the target population should be 404 (from the stat), but I keep seeing the growth of the city much beyond and rise into 1050 (current size, still growing)

I have tried to decrease the land use of all 3 usages like the photo above

But nothing happens. When I close the city stat and reopen it, the land use return to the original size (much higher than desired)

How can I limit the land use and reduce/limit the town growth?

How long has it been like this in game time as it may take a while for the pop to go down but it should

It levelled off after 1 hour at 1050 population and never goes down. When I reopen the stat again just now it still returns to 207 for residential land use instead of what I set (150). This happens in all of my towns in all maps unfortunately

Do you want a global limit on those R, C, and I values, or just for a particular town?

I just turned down those same values in my current map a couple of days ago. And they stayed down. The population of the cities that I changed also dropped. So what you are trying to do should work. Could any of the mods that you are using cause the problem?

Just wondering-Why do you not want that city to grow? (All cities will grow, even if they don't get any passengers or industrial goods.)

The only way I know of to stop city growth is to stop game time. Course, that stops everything and every city from advancing.

The model railroad builders among us don't want the framerate hit that comes with large populations.

One thing you can do to stop/limit the expansion of a city is take control of the streets in game (click the lock buttons while in traffic view), so the AI can't branch off any new streets.

@doug I would like a local limit in specific towns as I want to make small towns and big cities in 1 map.

@Snazz I have tried to lock all segments of 5-6 roads (I just want a small town) and set land uses to all 50 (min) but after some time tall buildings and even skyscrapers started to be built.
