FWIW 'the machine warehouse knows its 2 customers' is a function of the map regardless of any network that has been built .
(I'm guessing with the following):-
The scenario starts with a train running between Adana and the port. The consist of this train is Gondolas and Tankers. Thus the train can carry the silver to the port in the Gondolas, so you might be delivering the silver to Adana for the train to take it to the port. However the train cannot bring the machines back to Adana, because that requires Boxcars on the train.
