It has a lot of potential. Diesel vs electric trains, buses vs trams, hybrids, etc.
Or something along those lines.
To counter it, you just build everything outside of the city and have minimal city traffic.. or, ignore it completely and live with the negative % or make Greta angry and try and get it to -100%
Its not easy to ignore because 30% less city growth is quite a lot and you need growth to make money.
Building stations far from cities is not really an option. You will need to put trucks to unload the station and A LOT of trucks that will make emissions the same way.
Residences also grow wherever they want. Its not like the city have 1 residential neighbourhood. They mix.
For me its something the devs implemented and didnt fully test it.

That is what the bulldozer is for. I think it was Skye Storm who spent a lot of time "reshaping" his towns but in the end it looked really nice.
One that eliminates emissions from personal vehicles too?
Hmm, in TpF2, we'd have to get into area policies for valid vehicles.
