Mr Hughes Ice cream mission

Has anybody actually managed to complete this part of the mission. I'm delivering ice cream to hotel but cant complete it.

I was finally able to get past the Ice Cream barrier. As it turns out, the Hotel was on the edge of my truck stop catchment area. Even though ice cream was showing as delivered to the hotel it didn't complete the mission. I had an inspiration and placed an unload only freight stop right in front of the hotel and modified the route to stop there. The mission completed almost immediately. Hope this helps someone (I was stuck on this for several hours; though I entertained myself by otherwise messing about and making money.) I also went down the rabbit hole of "A lot of ice cream" by using a large fleet of trucks (like 8 or 10) but that didn't help.

TL:DR; close proximity of the freight station can matter.
