Could it be bug? I built cargo airport first and then added passanger module, I will try connecting other cities with passanger aiport directly and see.
All I can think of at this stage is that the busses stop in the same type of zone, i.e. residential, commercial or industrial. That means that the airports have access to passengers or destinations for the passengers, but not both. This seems unlikely though, usually tha catchment area for busses is large enough to include more than one type of building.
Also note that if a passenger has a choice of routes, they will prefer to take the one that involves the fewest interchanges. Looking at the screenshots, to travel from a building in one town to a building in another, a worst case is walk to tram stop, tram to the bus stop, bus to the airport, plane to the other town, bus to a tram stop then a tram to the destination. All that may be putting them off going that way, they may be catching a train or driving instead.
So I'd try to simplify this, by removing the bus lines between each town and the airports. Instead I'd extend the existing local tram route to also stop at the airport. That way any passenger can get to the airport directly from their nearest tram stop. See whether that makes any difference.
On a side note, is there nice page / manual explaining what the destination number means? Thanks for pointing it out, I had 6 on my street, but what does it mean? People have 6 possible destinations? What does this information give me? Shows good place for stop?
To be honest I always build couple of stops, just to have all my city covered, not sure what the numbers mean :(.
In your example, with the overlay on, you can check your aeroplane line which will be green to see what the demand is. If there are numbers on the line but no-one waiting, it means that people do want to get on your planes, they just haven't got to the airport yet. If there aren't, no-one wants to go to the other town(s) on your air route. You can then use the overlay to see where they are going, i.e. they could be taking a train, or going to closer towns instead.
