How to build headquarters?
I am in the dead end. How do you establish a headquarters in the city?

Still working through campaign, upto mission 13. My question is Why build HQ? What does it do for me?

Building it is cosmetic . You may need to have built it for the steam achievement.

The headquarter menu gives you acces to much more detailled information on your finance and spending/earning.
