Headquarters?

How do you add it? Do you need to be in a certain Mod mode like Sandbox to use it? What does it do?
Can anyone give a simple answer about it?

Click the money figure in the bottom left corner of your screen, it will bring up finances, then look for the headquarters tab and you will then be able to place it.

It changes based on your score and the era you are in . But the building is purely cosmetic

Does anyone know what the highest level is that your HQ can reach?

I have had missions send stock there which seems to make money

I suspect the original poster was doing the tutorial like me, where we have to build a HQ.

Yes, at least in this mission (1.6.3) you have to build a HQ and deliver 20 silver to it.

The HQ is cosmetic, but it revealed info about your points - over the points for the details - need that info for the last mission - part 3 - mission 6 - it will help out to win the scenario. Also it revealed info about the financials and profits, numbers of vehicles, length of your rails.
