Report a translation problem
This is frustrating that I'm now unable to proceed through the campaign, for a game I just purchased, during a time of year I finally get some time off work to play....

This seems like a bug to me. You should be able to change the type of material you are picking up with a train as long as the wagons allow it but, at least in this scenario, it was locked for me.
btw. on the swiss map, the same happen to me. Try to tranport bread into the city but the trucks only accecpt Iron Ore, still broken
It's the train wagons that accept specific goods in almost all cases. Ships tend to either be everything oil-related or everything else. And almost all trucks do accept all cargo. It's just the last train leg that you need two wagons, after the first train and boat. Also, it's intended that those sites only become active after meeting specific tasks.
First i had a train on the side to the construction site 3 with 3car with steel and 3 car stone.
After i delete this train and buy a new one with only stone, now it works.
When you check "Consumer" on Mysovsk Quarry you will see that only consumer is Construction site 3. That means quarry won't produce stones until you have full connection from Quarry to Construction site 3.
I did it via:
Quarry -> Baykalsk - train
Baykalsk -> Port Baykal - ship
Port Baykal -> Constr. site 3 - train
Doesn't matter how, but you need to have full route from quarry to constr. site 3 with trains and ships designated to Lines and out there.
Johnny.C[Ǝ]sh's way works, but i need to precise one detail:
You need:
.) One Train line transporting Steel from "Port Baykal" to "Port Baykal cargo station"
.) One Train line transporting Stone from "Mysovsk" quarry to "Baykalsk cargo station"
.) One Ship line transporting Stone from "Baykalsk cargo station" to "Port Baykal harbor"
(the stone will automatically be transferred from the harbor to the train station"
AND (and here's the important part):
.) One Train line transporting Stone AND Steel from "Port Baykal cargo station" to "Construction site cargo station".
The important bit:
Transporting the steel directly from the steel factory at "Port Baykal" to the Construction Site doesnt trigger the stone production.
The Steel needs to be dropped off at "Port Baykal cargo station" by one train and transported from there to the construction site by another train.
This other train can have wagons for Steel AND wagons for Stone (doesnt have to be 2 separate trains, but i havent tried that one out)
The moment i had those 3 train lines and the ship line set up, the stone started piling up on the train station next to the quarry.

I already had to restart this mission because of the earlier case of hauling oil to Bucharest. It was working successfully, and went to exactly 49 (of 50 target) and then wouldn't produce any more. I finally figured out that I had added the connection from the plastic maker to the plastic export to trade for Iron ore, and that made the oil refinery starve all other consumers. I added it only because it was obvious.
I really hate in this system how it allocates goods for certain shipping lanes. Just make the goods and put them there, maybe give me an option to reserve some for a particular lane, but by default it should just have a general pool of goods that the next thing coming that wants those goods can take from. It is even stupid if you have a line to something that produces 1 for 2, so you make the line A-B-A-B-C, that is, two trips to the source before you continue on to the final destination. It allocates some of the final product for the trip back to A, which then plugs up your cars so you don't get a full load of source, etc. Freaking stupid!
