It's exact, yes.
The question marks that you had to get those locations are the locations. They are really just small buildings in those three areas.
Has to be a bus, as the quest says that it has to be, which yes, requires bus stops.
I was trying to ferry people through the town of Lucerne to get them to the 3rd meeting location in the mountains. I'm sure I messed something up doing that, but I could not get people to use the multiple-connections route up to the mountains.
I could not unlock this until I had a bus route connected directly (no other stops) from the Lucerne train station to the Secret meeting place 3.
-Bring people across the border-
First of all it says exactly what towns that needs to be connected, second I don't think there is any specific place within the towns that you are required to have the stops at. I just placed mine in the center of each town pretty much.

I struggled with this one.. I restarted the mission three times before I got it completed. I wanted to go with the germans first, but it failed every damn time, so I tried to not go with the germans and it completed AFTER the main mission objectives were done.
Basically I connected everything for passengers, having bus stops close to the secret meeting locations. Having trains going from south to the north of the mountains. Having bus routes from the smaller towns to the bigger ones, and then passenger train at the bigger hubs. It took a while but after the main mission was completed the bonus objective was completed.
It's a bit strange though since two of the sub-objectives (for example the 3rd and 1st location) always completed within minutes, then the last one just struggled to complete and you don't know why. You don't know where these people are travelling from or why it's taking such a long time.
My last location was the one in Zurich, it took probably one hour before it completed itself.
They are just residents that go to the exact three buildings it tells you to. We don't need intercity bus lines for that. I only built one intercity bus line, being the explicit requirement in that mission. And yes, dont support the plot.
Well the mission itself doesn't say anything about that. You are just supposed to help these guys getting to the right place, but you are not informed about where they're travelling from. Since the most remote place (the one in the mountains) got completed within minutes for me, but the one in central zurich didn't complete for ONE HOUR - even though I went overkill on my public transport - there must be something iffy with this objective.
