I'm probably doing something wrong, but I don't know what...
Likely a connection issue, check if involved stations are connected to the nearby road/neighborhood. Ensure this line is servicing the appropriate areas, and not ones that do not require said product.
I have to say that the average of 1-2 roadblockers and oddities during the campaign are rather frustrating on the long run:
so now on to find out what the hidden tutorial "logic" truly wants. maybe the destinated fish station is too close or withing "wrong" auto-district. maybe it expects non-road or actual road-connection over direct "influence" station deposit from the goods train station.
who knows, right. can't even finish this campaign mission now despite literal fish ALREADY trickling into the city since in-game months.
nothing would still work.
I was obviously using a separate passenger and cargo train line. I randomly/obsoletely connected the actual, new fish cargo train rails with the original passenger rail to "glasgow"... and it instantly completed that mission.
absolutely annoying "bug", quite frankly.
