Is there no way to reroute without deleting and re-adding? Is dragging or moving stops to different positions in the line possible?

Nope Oddible. you can only add new ones to the end of the route - or insert new one after the selected line.

it's as if that mission was made to troll players about despite 4-5 years after release, still not being able to implement a basic node/wp reorder via at least oldschool "synchronous" ordering up/down arrows in a 1990's level interface.
