Too much industry
Even playing at the lowest setting for industry and medium for cities, I have a 20:1 ratio of industry to cities, and on tropical map, it means the industry is so tightly packed together I can barely get a single train line through.

Save the game, load the map into the map editor and remove unwanted stuff.

Yeh but that's abit of a long route to get a decent game going.

I suspect there will be a setting you can tweak buried in a .lua file somewhere, to scale the default numbers... but I haven't dug into the modding yet, so no idea where.

Just use the map editor before you start playing, like generate a random map and then select the exact amount of industry.
Use the Map Editor to create the map. Here you can really specify how many cities and Industries you want to have. My current ratio is 1:2 (C:I), lets see how this works. Seems to be pretty ambigious with only 1 end product factory per type ...

You get 82 ind on lowest setting and 204 on highest.. the lowest is insane enough.. the highest is a joke.. Max cities is from 10-25..

and I ain't loading a map into editor to remove some 100+ ind..

Below is unnecessarily detailed explanation.

Let's say every late game cities grows into about 1200 of population resulting in requiring 800 (400x2) of end products each.

To supply 400 units of products you need...

400 food = 800 grain = 5 buildings (1 food factory, 4 farms)
400 goods = 400 plastic + 400 steel = 400 oil (=800 crude oil) + 400 coal + 400 iron ore = 10 buildings (1 goods factory, 1 chemical plant, 1 oil refinery, 2 oil well, 1 steel mill, 2 coal mine, 2 iron mine)
400 tools = 400 lumber = 800 logs = 4 buildings (1 tools factory, 1 saw mill, 2 forests)
400 machines = 400 lumber + 400 steel = 10 buildings (1 machines factory, 1 saw mill, 2 forests, 1 steel mill, 2 coal mine, 2 iron mine)
400 bricks = 400 stone = 2 buildings (1 conmat factory, 1 stone quarry)
400 fuel = 400 oil = 800 crude oil = 4 buildings (1 fuel ref., 1 oil ref., 2 oil well)

On average you'll need about 6 industrial buidings for every 400 units of end product.
So with late game cities requiring 800+ units of end products you'll need those industries.

(1:12 is ideal I guess)

Okay, found it.

\Program Files (x86)\Steam\steamapps\common\Transport Fever 2\res\config\base_config.lua
(Open in Wordpad or other non-destructive text editor)

Find the lines:
industry = {
maxNumberPerArea = 0.8,

Change 0.8 to something lower. I set it to 0.01, and got precisely 2 whole industries on a Large map... so probably not *that* low :-)

Edit: remember to make a backup of the file first, in case you break something.
Bear in mind that editing the file directly, it's likely to get reset back again whenever the game gets patched... although it'll only affect new games, no previous save games.
