Just copy TpF1 mods to TpF2 with no changes and upgrading needed. That would be perfect.
But calling it "the same engine" is probably a little misleading - the transition from Train Fever to Transport Fever was a massive overhaul, and I doubt it'll be any different this time.
I highly doubt there'll be direct mod compatibility. They'll probably keep a similar but updated modding API, so it probably won't be too difficult for people to port basic content mods across (vehicles, stations, etc)
I think the best you could hope for would be an external conversion tool... but even that is probably unlikely, as there'd be just too many factors to account for, and it'd be a bit of a waste of their development time considering they have a whole new game to finish making.
With a Q4 date and currently in Alpha, I'd expect a beta starting during/by summer months (in ~2 months).
