You don't need textures be 4k to look great on 4k screens. I am not aware of Train/Transport Fever ever not running at 4k resolution? It even works fine at non-standard/ultrawide resolutions.

4k textures sounds like a phenomenal waste of resources. Surely you would need like a 16k resolution and a 60 inch screen to even notice the benefit from 4k textures. Am I wrong? I use a 4k monitor and I can't imagine being able to see the detail of a 4k texture unless the texture filled the entire screen.

4096*4096 textures is more detailed. It has nothing to do with the resolution of your screen.
It has to do with pixels density. If you move a camera within a 3D world near an object with a low resolution texture, you will begin to see the square pixel... How more pixels you have in a texture, how better you can look at them from a close distance without having pixelling effects and having a crisp look :D. Also it's not a waste of ressources and normally devs are applying mipmappings to their textures so that from far, the render engine doesn't use the high resolution texture.
And it can also be used as a ressource to store multiple objects textures... By example all the parts of a locomotive can be textured from one single texture file.

The only issue I see with high res texture is that it impacts VRAM usage. the impact on framerate is harmless...

Is it gonna be done in 4k? Well the game can be rendered in 4k yes.
Are the textures going to be in 4k? Thats subjective. Something like a ground texture is a small picture laid over and over again. 4k could be a massive low res image, or a small high res image.
Will the textures be of high enough resolution to appear clear even when rendering the game at 4k? Most likely. Not really noticeable in TpF1. And remember, there is more clutter in TpF2 so less likely to see texture patterns over a large areas. As for smaller textures (buildings, gravel, tender skin), they are sharp enough imo and are high res.

Question wasnt clear, but that should answer all possible questions regarding 4k.
