I think though that the OP might want to impose further restrictions on the speed limits, as oppose to removing the speed limits or increasing the limits. I know some players do intentionally put slower rails (using mods) in places to force their trains to go slower.
I think it may effect it on the way down the hill!.
You mean up the hill? The speed limit is still the same on the track. But the weight definitely affects.
But speaking of speed limits, I find it a bit unrealistic that trains cannot go faster than their top speed. When a train is going downhill, it should be able to extend beyond its top speed, with braking required when it becomes unsafe (perhaps trains/cars should have a top speed and a safe top speed). While I don't want accidents and derailment in TF2, it could make some sense now to put carriages on a locomotive with a higher top speed, if the line goes downhill a lot.

No I mean on the real railway there would be a restriction on the way down (particularly if there was a curve at the bottom of the hill), of course I'm forgetting that trains can't actually derail in this game!. Vimpster is correct when he says 'it only affects the trains ability to reach the speed limit'!.
I like to develop realistic maps rather than economic based transport systems. I think there should be a easy to implement system that is used only for slowing trains down. In other words a real life "speed limit". For example real trains don't come charging into a station at a high rate of speed then slam on the brakes at the last second. Nor do they go flying through freight yards at a high rate of speed. I'd like to be able to easily reduce the train's speed wherever I want to with out otherwise affecting the train. For example if I set the speed limit to high for conditions. The train will still only go as fast as it could normally go. My speed limit can't make it go faster.
I can reduce train speed in the current game. But I had to make my own mod. Then tediously replace sections of track in highly developed areas. Then repair any graphics that where screwed up while replacing the track. The original poster's suggestion would make this a lot easier.
