Yeah I know, but I just assumed since all other store versions default to DX11 that it was indeed DX11 only and this would apply to Gamepass as well, but my bad - there is a DX12 mode after all and you can indeed force the Steam version in DX12 with the -DX12 parameter.
Not surprisingly, while the game has lots of shader stutter under DX11, it's even worse under DX12 so no wonder you want to change it.
The config files are located in \%AppData%\Local\ZingangGame\Saved\Config\WindowsNoEditor, perhaps in one of those you can add the option - assuming the gamepass version's config files are in the same place of course.
If the game has the option to specify the folder like later Xbox/MS Store apps have done, you might also be able to right-click on the icon in the Xbox app and select "Add shortcut to desktop", then perhaps there you can add the -DX11 option from the Target field in the shortcut properties. If you don't see that then unfortunately it's one of those encapsulated store apps which are a ♥♥♥♥♥ to configure, or there's also the possibility they're removed the DX11 mode from the gamepass version entirely.
If I had a definitive answer I'd give it to you, I can only present you with potential options to look at further atm (these configs are just text files btw - you don't need to be a dev or programmer to open them). The PC Gaming Wiki doesn't even recognise the game has a DX12 mode to begin with as every other version defaults to DX11. The launch option is the only way I know of to force an UE4 game into a specific D3D mode.

It's a relatively niche title even on the stores where 90%+ of the players are probably playing it vs. gamepass. It may just not be possible.
More importantly, why do you want to switch RHI to begin with ?
