theres a multiplayer tag for the game but i cant find it anywhere in the main menu

Not by default, as the Steam release is using the Nestopia emulator which only supports local multiplayer. But this is not the end of the story.

The game's ROM file is included in the Steam release, and you can use this with any other NES emulator. For example some versions of FCEUX (one of the most popular NES emulators) do support online multiplayer by emulating a second control pad, so it is possible yes...
