i got the one in the first town the one i the castle and the one in the cabin is there a fourth one im missing?

yeah but i did a backup and did them all at one from an old save

i found out the last one im missing is from the snow aria the others say 18/15 but im at the snow area im at 17/15

Where's the one you're referring to as "cabin"? I've found the other three.

If you're missing a couple of upgrade points purely for the achievement. You could start a new game and get the rest of the upgrade points in there. The achievement won't reset so if you're only missing one upgrade point, then after starting a new game you'll have to get one more point and it will count as completion of the achievement (And yes it will pop up!)

This is from my experience in getting full completion
