Fletch not being behind desk

I'm not sure if this is a bug, but I'm having a small issue where Fletch is not behind the desk, but next to it. This wont allow me to inquire about new licenses, deeds, etc. I'm only able to talk to her as if she was "off work". Also, this has been happening over a span of about 3 days game time.

Is this on a single player or multi player game?
Are you using dev commands or mods?

Is the town hall still a tent or a building?

have you been able to 'talk' to Fletch at all behind the desk?

is this a new game or an island that has been played for a while? (ingame year/month?)

Hello! Its a single player game with no dev commands/mods. The town hall is a building and I am able to talk to fletch, just not about town information. But, I actually fixed the issue but quitting to desktop and restarting the game!
