I was just walking along outside in the desert and heard a sound like a cell phone ringing. A popup said "You have heard a strange noise." I looked around but didn't see anything unusual. Is it a bug on a tree or something?

I still haven't found them I keep looking on days without visitors after 10Am and nothing. I kinda hate that event/not event I have to say at the moment lol

i heard him and couldn't find and he eventually found his way to my town so i didn't have to look to hard

I just found the guy. He is called the TownCo. Agent. the strange sounds gets faster the closer you get to him

he only shows in the bush or plains, make sure you go near the docks etc...

Not just the bush or plains, he was in the pine forest for me.

This may be a hint, though I found him in the darkness. He wears kind of brown clothes, making him a bit hard to spot.
