Yes, it's insufferably vague isn't it. The location is "unknown" because it is literally, topographically, randomly [re]generated every day, so it can not say "go to xx-spot" because xx-spot might not exist in your game anymore, or it may have never existed.

But if you've reached your frustration limit trying to figure it out: It wants you to go into the underground mines and search for water.

I dunno about that. I got that message before that content was released. I think you just get it when you're close to completing the museum.

It makes sense that the museum would trigger it, but I've always gotten the letter in the first Summer while lacking catches from the other 3 seasons, usually soon after I've made my first get rich quick attempt, hence my interpretation of the letter.

I purchased the game a few days after the last update, so everything that's new to You, is standard to me as I have no reference of it not being in the game already
