Handling License

I've been playing Dinkum for a bit now and I finally got Irwin to move to my island. I have a handling license 1 but I'm not sure how you are supposed to level it up. I thought farming my crops would do the trick but it didn't. Do I have to sell my chooks to level up my handling license? I tried to buy the vombat but Irwin told me I need a handling license 2 but I don't know how to level it up.

I recall you can just buy it from fletch. Not every license is tied to a skill level
