yes that is how the game works sadly - the game considers pergola's to be like the bridges. nothing can go under them.

you can however do perspective builds with them and there are a few videos that show using them with the seating on the edges.

The game has always been 1 item per tile sadly.

I park my ute under it. Just be careful to not pick it up when you get out of the ute.
