The wiki just says they respawn over time - no more details then that.
Maybe you could experiment and find out?
Personally I used to do it when it rained and clean out the beaches near town. but I rarely go out and metal detect any more.
I hear people use the diving helmet and look in the rivers to find treasures.
And yeah, the diving helmet + rivers trick is really good, at least the first couple times you do it.
For keys specifically I found it to be a lot more convenient to just set up a few bait traps in a river or billibong. 5 bait traps would average me 3-4 keys a day, and took a lot less effort than going with the metal detector to a faraway beach. Only downside is that you then need to farm some kind of meat to fill them up with every day, but killing turkeys once a week is usually enough, mixed with any random meat or grub meat I can loot just walking around.
