How to get Sally to move in?

I have literally finished the game. Get everyone to move in (except sally), 5 star relationship with all the characters, built all the deeds, caught all the fish critters and bugs, got all the licenses, 20M in the bank. but still Sally won't move in.

What do I do?

buy hair cuts

you need at least 2 haircuts and 2+ hearts, just keep doing jobs for her and talk

Solved this btw. On top of the hearts, you need haircuts AND hair color change
