Having Sally move in (SOLVED)

There was an update where supposedly she's been allowed to move in, but my Sally is at 2 and a half hearts and still won't when other villagers started to ask at 2 hearts. I also have everything built except for the teleporter and 3 new player houses.

Am I doing something wrong or is it just the game? All other forums I looked up were from before the Sally update, back when she couldn't move in, so now I'm wondering if maybe my game isn't activating the dialog/instance or what.

Also before you claim that she still CAN'T move in, here is the update and the notes saying she CAN as of October 7th.

She requires a bunch of hair cuts/color changes before she moves in.

Sally requires only (2 & 1/4 Hearts) worth of relationship.

She also requires 10k worth of dink spending which is around 2 haircuts worth.

Thanks both of you! I'm pretty happy with my person so I only glanced at the haircut stuff but never actually did it, even though I'm past the friendship threshold needed. I didn't see anything that said I needed to do cuts/colors.
