Sally
I already have 2 hearts with her, changed my hair 3 or 4 times, why can't I get her to be in the island? She and the blonde guy (animal store?) never change. All of the other NPCs are living in the town.

Sally was 2 and a half hearts for me. Just talking to them as well as doing the task adds points.
