i suppose you are at the very beginning & John is still not moved in.
so ... you have probably the bug net from Fletch, which means you should catch as many bugs you can, this will give you licence points without you knowing it.
another simple source is to collect as many shells on the beach as you can.
another, collect the flowers from the yellow bushes, that's Wattle Flowers.
then SELL all those things to John.
also ask John if he has a task for you & try to accomplish it.

further down the line
do the daily quests. also just do as much things you can fit into a day, you will that way complete quests without knowing it. there is also a Bulletin Board (ask Fletch), which gives you later on often quests.

all those activities will give you the Permits Points aka licence points.
