1 jungle perch can produce 3-4 roe by itself. Try it yourself. Replace the marlin with a common fish like barcoo grunter or jungle perch and you'll get roe even with one fish.
And the fact the Marlin only started spawning more roe the day after popping in a third after a straight in-game week was a big tell.
Are you feeding them daily? Try it with a really common fish like a grunter. I guarantee you that one common fish will produce roe.
I was indeed feeding them daily! So, you're absolutely right, it's that I was either experiencing some brutally horrific RNG for the roe spawning, or the ponds were bugged for a time before popping in that third Marlin - my rainbow fish is now producing roe on its own after having fished it out and put it back it for a few days.
Sounds like a bug. Should report it so the dev can fix it.
