Ohh fences stop birds? Lol well i always fence my farms in games like this for aesthetic reasons so ye my farms are fenced off.
Fences also stop insects too. No wildlife will spawn inside a fenced area.

Like you can make new biomes in Terraria. Or are biome stamps just baked into the world generation like in Minecraft and cannot be altered?
Insects yes. Bush turkeys, kidnas, mus, roos, crocs, possibly. Wary mus, bush devils, and dingos? No, as they are tied to spawn points created at the beginning of the map. Plants are subject to their soil type, so you could seed a new landmass with tropical grass to get those plants.
Oh ok.
Not bad then, can make new islands with somewhat functioning wildlife and plantlife.
