I play with my wife. Got over 400 points once to her 60ish. Had like 35 bee hives stashed away on a far off side of the island. Had to explain that one.

That said the game is random on the bug competition. Sometimes there won't be a final increase to npc scores and sometimes their will be small to big boosts. But I'd argue that's similar to actual players who may not bother or come in with another 100 points at 3:45 pm.
It keeps players on their toes. I recommend just restarting the day if you don't get the award you want. The gold watch really helps for this as you can speed up time. When I was hunting for silver and bronze I did this to speed up the game.
For me its not really about winning though? Its about not feeling like I got robbed at the last second. I am fine loosing festivals when it feels fair that I lost, but this doesn't feel like a fair loss you know? It feels like a weird mechanic designed to make me want to restart the day or minmax beforehand like you said you do and thats just,,,, not fun? At least for me.
