Villagers stuck after moving town hall

I moved my town hall to another island and then moved it back to it's original location so i could pave underneath it but now Fletch is stuck on the other island and wont reset. Anyone have any ideas on a fix?

Eventually the npc's will return to their places.
They should 'spawn' in when the 'chunk' is loaded.

Things to try,
sleep a few days
teleport to a new area on the map and teleport back
build a path for them to return to town (they will walk in one tile deep water, and walk one tile high or low)
