Animals eat at 8 am every morning (or when the chunk is loaded in)
If you think the food trays are not filling up, can always pick them back up and place them back down. Make sure they are in range of the silo.

You have more feeders than animals though right? Animals only eat once and Vombats will eat grass. So if you have more feeders than animals or a mix of animals including vombats with grass tufts growing in their pen, the feeders should retain some feed as they're not being eaten out of.
you could test this by getting a sleeping bag from Fletch, sleeping in the animal area and then see if the feeders are full right when you wake up.
