How to have rice seeds

I've only been playing Dinkum for a few days and in the game I can't find rice or milk or any livestock.

Rice isn't in the game. Milk is gathered from Vombats. You need to have Irwin stop by to get chickens and you need higher animal handling licenses to buy pleeps and vombats once he moves in.

The river grass looks a bit like rice, you will need a special item you wear to go underwater so you can collect the seeds.

You can harvest it by using the dirt printer or shovel to raise it up to a walkable tile and then harvest by a tool or weapon, but that's tedious.

oh i forget you can do that, and swim down to collect the seeds. good idea for sure!
