Technically when you chat with NPCs and ask them about themselves they will leak personality traits, past history as well as their interests. So while a player may not "care" as much about the NPCs in this game as opposed to those in SDV and MTaP, they do have backstories that can be pieced together, it's just not manifested so directly in the game like it is in some others within this genre/sub-genre.
since the game is in Early Access, so no idea where the travel will go from here
but the NPCs are quite distinctly designed imo & they feel part of your life there & Dinkum itself, & i think this will be even more improved
