Irwin won't even visit

Made a post about this a few days ago but this problem is still persistent.
It has been 2 full months since he last visited and in the previous year only visited me 2 times. One of those times he ask for food but didn't like it. He has never been back since.
As far as I can tell him and Melvin are the only 2 who have not moved in and Melvin visits every other day and has 3 hearts but still doesn't stay.

Is my game just bugged or am I just very unlucky? Any help would be great.

RNG is RNG, because of how hard it is to get these guys to visit I have been using save states to make sure I always get a mission I can complete. First thing I do is run to the campsite when they appear see what mission they have if I don't like it or can't do it. exit to menu, reload. And they have an entire different mission. This doesn't make npcs visit more, but it lets you capatilize the times that they do visit. Rushing them into joining the village.

I have this exact same issue currently. I bought two chooks from Irwin, missed him once accidentally and he hasn't been back since. It is Melvin every other day, with Sally maybe one of those times. It's been over a month since Irwin visited.

I found that some of the characters require a certain amount of money spent. Buy the furniture that Melvin sells in the back of the tent (not through the catalogue)

I got Melvin to stay after 1+ heart and buying all the furniture he offered when he visited. For Irwin same with the hearts + bought 3 feeders, around 100 animal food and 3 chickens. After buying the 3. chicken he wanted to move in. Rn i really struggle with sally. at this point i doubt if she even is able to move in lol. And im woundering who else is in the pool of ncp. So far i still have 7 ?. The once who allready move in are Flechter, John & Theodor (ofc), Clover, Rayne, Melvin, Frankly & Irwin. Sally is visiting. Havent met any other person yet. Read somewere that there apparently also is a bank building? And a freeroaming person which i guess would be on of my 7 missing ?. Are there really 7 more npc i havent met yet or are some maybe even just placeholders in the pedia for future characters?

Same for me, both Sally and Irwin don't visit anymore. Only Clover keeps coming back.......

I had much the same issue - actually Irwin never visited until Spring! Clover was showing up every other day...and blocking all the others from showing up. I solved my issue with Clover by buying her clothing and just chatting with her as I already had 3 hearts with her. Seems like as soon as I spent over 10k on her shop goods (not the catalog) she was ready to move in. Once I had her set up, Irwin finally arrived and introduced himself and so on - now I am only missing two people - so it was a bit frustrating, but you can get past your particular roadblock by spending your dinks in the shops.

Thats what i recon after playing the game for more hours. just talking to them and doing their jobs isnt enough. you also have to spend a specific amount of dinks. also from what i can read from the wiki sally will never move in? apparently the required friendship for her to move in is around 250 but after 200 you cant gain more points is what the wiki said i think

It has been confirmed that Sally will not move in. There hasn't been a shop designed for her yet. It will be in an update.

Irwin has never visited me even once... do i need the handling license 1st?
