How to get franklyn to stay?

I have him at 1 1/2 hearts but he hasn't said hes wanted to stay yet. What other requirements are there?

make sure the debt is paid and then check with fletch to see if you have the deed available

Spend > 190,000 dinks with him.
Relationship > 15 (3/4 Heart)

Disk donations count towards the spend requirement.
