You need to discover stone knapping.

You need stone knapping and make a stone spear head. Then you need to find some flax from the map and let it dry. Then discover twine from that dry flax. Also, you need a branch.

Stone spearhead + twine + branch = Stone spear.

You need all these in storage

Also, if you find Clay (surface Clay lumps indicate there is clay below the surface) and there is Sand nearby, then there is a very good chance that there'll be Flint too.
Flint is a far better material to use for spears than stone ;)

Also, don't forget that you need a sapian with the tool assembly skill, near by....they can have everything they need to make the spear but still not be able to make it if they don't know how.
