On the last day after the yayoi event, if you go to the motorcycle to leave the area you will be followed by this creepy npc woman who I think is the crazy jewelry lady. I want to know if this is like some easter egg or do i do something with her? Seriously creeped me out cause you don't see her until you round the heading to the bike and turn around.

This is related to an achievement. Spoilers incoming: If you were nice to her every time you came across her (gave her a bandage first, then asked if her injury was better the second time) then walk out on Yayoi rather than stay to comfort her after her event you will run into the jewelry lady again like you did and she'll give you her rings and you'll earn the achievement "Love From the Jewelry Lady." This doesn't progress any further from here though, you can't take her with you and she'll just follow you around until you leave.

She shows up on disaster report 2 AKA raw Danger. so maybe that?

She cannot be the same one, She looks old in Raw Danger, but Young in Disaster Report 4, and DR4 takes place after DR3 obviously, so it cannot be the same person.
