Workshop integration would be an absolute mess with a really disappointing result and there isn't really a way around that.
Also the music industry is known to be pretty fierce concerning IP and copyright and the devs openly endorsing and supporting violations would get them on their radar real quick.
And no, it's not fair use. Fair use only really applies to commentary (aka reporting on it or journalism), parody and education (not quite sure about that), and custom music does not fall under any of that.
Parody. You said it yourself. There are many of custom charts available online that are literally parodies even with background 3D animations made from scratch and some additional alterations in the audio track. It is absolutely OKAY for this game to have workshop. Also, the only person getting "on radar" is the creator of a particular mod in the workshop if they doesn't have a permission to use that particular song or hasn't made enough alterations to consider it a fair use.
We should also note that we're already working on this stuff! The update that will allow custom tracks to work natively is a pretty big one, and it will take lots of testing to make sure it doesn't break the game for everyone.
