Low scroll speed:
Pros: Easy to see the next note
Cons: harder to get right time to press note, since it moves too slow.
High scroll speed:
Pros: exact timing
Cons: Hard to see the next note.
(Actually this is quite common function for music games)
Googling around scroll speed for rhythm games, I'm seeing lots of discussion what the "best" might be with little explanation of what it looks like on screen.

shows on screen at once! So it scrolls slower, but because more is crammed onto the screen, notes close together are harder to tell apart....but it's easier to see what's coming up ahead.
i watched that whole video and it never explains what scroll speed is lol. I do not understand how I am playing the same amount of notes but one is slower and one is faster....how is that possible. My brain can not process what's happening
Same here. Instead of showing you about 1 second of upcoming notes...if you decrease the scroll speed, you're compressing the notes (each note looks shorter) so you see 2 seconds worth of upcoming notes ,so you have more time to process. The notes are still arriving at your timing line at the same speed, but you're seeing more notes at once (if you know how to read music, could say you're seeing more bars of music at once), so it looks like it's scrolling slower (because your brain has more time to process what's coming up) .
The down side of a slower speed, is the length of each note (And the length between each note) is shortened , so visually it's harder to hit the keys on the timing line. But if you're playing by ear anyway it makes no difference.
To make a long story short, scroll speed basically affects the SPACING of the notes, rather than the actual tempo of the track.
To use DDR as an example, here's a track which has an EXTREMELY low "scroll speed." Notice that the tempo isn't actually that slow. The notes are just close together.

wow amazing example, thanks. It's wild to think those are the same. I definitely am a slower version/bigger picture person, it's WAY harder for me to follow the fast scroll speed
