No it's not. I have both lighthouses, and there is a major difference between the two that impacts modders. They do both have the same FCC reference number, but the Vive Pro lighthouses have a 3.5mm auxiliary sync output jack that was intended for aftermarket purposes, but is useful for modders. The Valve Index lighthouses removed that aux jack.

What does the AUX port do? Is this the reason why Steam's Base Station is £139.99 and Vive is £179.99, does the AUX port make Vive's better in some way to justify the massive price difference?
I have a Pimax 5K+ with Index controllers and Vive station 1.0, I'm still waiting for the Index stations to be available.
I'm still interested in only the base stations and the HMD, as I have still not been able to make my Index knuckles work properly with my Vive 1.0 basestations. My original vive wand works perfectly in my playspace area of 4 x 4 meters with the wallmouted base stations being approx 5.4 Meters diagonally across. But have only made my index controllers work once on a pole within 4.6 meters diagonally across the 1.0 basestations https://imgur.com/a/kQW3COn. Then I accidentally hit and turned the pole, and have not been able to hit the sweet spot and make them track ever since. The left knucle, just keeps hitting a dead spot and drifts away. which is extremely annoying inside a game.
Moreover, I will ask for differences between the Vive 2.0 ones and the Index ones.
