Library lever puzzle
I'm stuck. I realize the scales are unusual but don't know what to do with that. The "I wish I had time to read all these books" suggests the clock, but again nothing. Please Help!

HINT:
The lever is hidden in the books, possibly by the fireplace. (let me know if you need more)
