We've all been there with computers so I'll take your deletion as an apology.
I suspect that it's some kind of permissions or writing issue with your save file. When you change character, it's supposed to write that to the save file, then it reads that back out when figuring out your character in queue. Yes that's dumb but this is a bad game which is badly made.
I think if you moved/renamed your save file, you'd be able to change character again but you'd have to go through the start of the game again.
Also you'll have to disable steam cloud sync for this game, since that will just recreate your broken save file when you start the game.
Make sure to back up your save file.
Your save file is located in Local AppData. It's in the Bandai Namco folder in there, not directly in the mhoj2 folder. It's called systemdata0.5.3.sav .
If in the new save file you can change character, then I would just go with that new one and lose progress. Maybe it's possible that by fooling around with the files while the game is loaded you could fix whatever's going on, but I doubt you have enough hours for it to matter.
