If Todorokis ice slide got nerfed, he'd be the worst character in the game. Both him and Muscular are very bad characters that got nerfed way too hard inbetween games.
Get used to seeing a lot of the same assists. Majority of the assists in this game are hot garbage. Most of them are terrible at extending off of so of course you'll only see a few if most are trash.
Muscular and afew others also deal 100 Scaling on the final hit making it horrible to combo out of.
If your Plus Ultra 1 is dealing low damage, it's because of the damage scaling of your combo before you use it, you should almost always do your Plus Ultra 1 immediately after hitting the opponent once to do as much damage as possible, then an assist to follow up off of it.
Most Todorokis are also very predictable when they're fishing for it because the only decent move they have to lead into it is their unblockable since it hits all around him. That being said, his unblockable is not hard to dodge, but does catch assists very nicely.
You just need to be careful when Todoroki is trying to use his Plus Ultra 1.
Todoroki as a whole is very bad because his jabs are extremely slow, his armor is easier than most to work around, his projectile can be easily dodged or just guarded, he downs the opponent way earlier than most other characters, and his freeze staggers deal less stun than before making strings that used to work if the opponent didn't mash out of them just not work anymore.
